Dr Marking, according to AVMA a valid veterinary-client-patient human relationship is needed for waivers in the US. On top of that, even if I went to Nevada and established a VCPR with a vet and mayhap asked for the waiver afterward, my dogs would be deemed healthy, despite being old. Apparently, rabies waivers are released only if the canis familiaris is very sick or has a history of serious, agin reactions.
